Centre of Legal Documentations of Personnel Involved in the Practice of Aviation

As Vanuatu’s aviation safety regulator, CAAV lays the foundation for a safe aviation environment by putting in place a robust and progressive safety regulatory framework based on ICAO standards and international best practices.

Airline Operators and training organisations intending to work or operate in Vanuatu are required to obtain the necessary licence and/or approval issued by CAAV. This is to ensure they meet our regulatory requirements, and are able to operate safely within Vanuatu’s aviation system.

Licensing Department in CAAV is the centre of Legal Documentations of Personel Involved in the Practise of Aviation.

CAAV has a system of standards, processes and procedures aimed to ensure that personnel undertaking safety related tasks in civil aviation (pilots, air traffic controllers, aircraft maintenance engineers, etc.) are competent to perform their tasks to the prescribed standard.

Aircraft Maintenance Engineer

To perform inspections, repair, testing and/or maintenance work on a Vanuatu-registered aircraft, you would need to possess an Aircraft Maintenance License (AML) issued by CAAV. You will also need to be authorized by a CAAV-approved Maintenance Organization (AMO) to perform such work. The scope of work allowed to be performed by you will depend on your AML category, and the aircraft type-ratings and endorsements associated with your license.

To obtain an Engineering license from CAAV, you will have to:

  • Complete the necessary Engineering training program with an ICAO-approved Engineering Training Organization.

  • Accumulate sufficient Logged experience.

  • Produce a Valid Examination Credits from the Approved License from the CAAs, State of Training.

  • Pass a medical examination.

  • Pass the CAAV  Oral Exam along with a Written Exam.

  • Pass an Engineering Law Exam.

Flight Crew

Authorized Flight Examiner.

Flight tests are carried out regularly by either CAAV Safety Inspectors, or Authorized Flight Examiners (employees of an organization appointed by CAAV) to assess the competency of pilots holding a Vanuatu flight crew license and the Issue of Pilot Licenses.

There are two categories of Flight Examiners:

Airline Flight Examiner

who conducts flight tests on behalf of CAAV in the company they are employed under.

CAAV Flight Examiner

CAA Flight Examiner (Delegates) who conducts surveillance checks on AFEs to ensure safety oversight. All SAFEs are also concurrently appointed as AFEs and carry out AFE duties.

Flying Instructor

If you are a Vanuatu flight crew licence holder, and intending to give flying instruction leading to the issuance of a Vanuatu flight crew licence, you must hold a valid Flying Instructor rating.

CAAV issues two types of Flying Instructor ratings:

  1. 141 – Flying Instructor rating: This entitles you to give flying instruction in aircraft, of aircraft types as specified in the rating. These are mostly approved Instructors who are allowed to operate in Pilot Training Schools.
  2. 119 – Flight Instructors :  This entitles you to give flying instruction in aircraft, of aircraft types as specified in the rating. These are mostly approved Instructors who are allowed to operate Only in the Air Operation Company they employed under.

Flight Crew License

A flight crew licence is required before you can operate as a pilot of a Vanuatu-registered aircraft. Various categories of such licences, and their associated ratings, determine the type of aircraft and flights that you can operate in  Vanuatu.

To obtain a flight crew licence from CAAV, you will have to:

  1. Complete the necessary flying training programme with an ICAO-approved Aviation Training Organisation
  2. Accumulate sufficient flying experience.
  3. Produce a Valid License from the CAAs, State of Training
  4. Pass a medical examination.
  5. Pass the CAAV Flight Crew Flight Test
  6. Pass a Flight Crew Law Exam.

Air Traffic Controller

An Air Traffic Controller Licence is required before you can provide air traffic control services for flights operating in the Nadi Flight Information Region, as well as flights landing at or departing from our 2 international airport and the domestic Airport. The various ratings associated with this licence will determine the type of air traffic control service you can provide.

Designated Medical Examnier

CAAV has its approved   Aviation Medical Doctors in Vanuatu and the Region. They are approved to conduct all  Required Medical Examinations for all the above Personels.
